The Three Standards in Brief

• CE marking: Required for products covered by a specific EU directive or regulation (toys, electronics, machinery, and more). It confirms compliance with that directive.
• GPSD (General Product Safety Directive): The general safety framework for consumer products. It applies where no specific directive exists.
• GPSR (General Product Safety Regulation): Replaced the GPSD from 13 December 2024. It is the current general safety requirement for almost all non-food consumer products.

Consider a baby scooter. The right certificate depends on the age group it targets:

• For babies under 3 years old: This is a high-risk group. The stricter general safety framework applies, and the product must meet the applicable safety requirements for young children.
• For children over 6 years old: A CE certificate based on the relevant directive is generally sufficient.

The same product category can therefore require different standards depending on the target user. This is why the age group matters as much as the product type.

Two products that look identical may carry the same certificate name but reference different standards. If you are building your own brand and want a higher safety level, always confirm the exact standard referenced inside the certificate — do not rely on the certificate title alone.
